Indeed, it looks like this owl was greeting the other two while they were looking at him. In reality though, the owl just landed on that branch and it was retracting its wings one at the time and this image shows its left wing was still fully extended while the right one almost fully retracted. Typical among burrowing owls, however, they do watch their fellow owls during an incoming or landing process. Thank you for looking.
