What are the PC users doing to transcode the 4k60 files? I do not have ProRes as an option, and I would like to store these 4k60 files in a smaller format (and keep my 4:2:2).

Can you convert them using h265 to an mkv or mp4 format?

Another vote for Premiere Pro CC and having it automatically generate a proxy file on import.

Makes editing 4k a breeze and you don't have to do a transcoding step with your footage.
