Someone is the neighborhood is waging a war against the stray cats that live near their house. Currently they are loosing, someone comes by to feed the cats every evening.
The sign reads (approximately):
Irresponsibly feeding the stray cats is annoying. Because of cat feces and urine, you are causing your neighborhood a lot of trouble.
Nice entry George! And I agree with Greg...I can't think of any better way to describe it, but this is a textbook example of the expression "the cat who caught the mouse" as in "who, me?!"

I think of him daring me to feed him. Actually, I'll admit to giving them a few treats so that they would come out and let me photograph them.
