My experience with burrowing owls has always been up close (15 - 20 feet). I think the secret is to get relatively close to their burrow. They even made terrific eye contact.

There are a number of techniques for getting close to a burrowing owl without flushing or disturbing them. It usually involves breaking the shape of a person such as using a blind. At this location we used a truck as a mobile blind, the driver must have extensive experience in this, which Dave had, and yes they do come very close and display their natural behavior.
