That would have been too easy, and intelligent. You should contact the supervisor at your neighborhood PO. If you can't get through to that person, go to the regional Supervisor. There is NO reason why you should have to pay anymore than the .91 owed to resend this.
The USPS staff wasted time, energy and fuel bringing it back across the country to illustrate their point.
Well.. So far - I have never signed any of my shipments from USPS although quite a few came with signature confirmation. They just drop it in front of the doorway and don't even care to ring the bell to let us know the package has indeed come.
Once, I received the shipment (a lens I bought from here) directly from the Postman in his vehicle (before even he started sorting the mails in the mail box) and he did not get my signature either although the delivery clearly needed my signature as a confirmation.
I guess the budget cuts and other things are directly responsible for these things.
Yesterday, I received a FedEx package with black delivery confirmation receipt stuck to the package and left on my doorstep.. No one cared for to ring the bell either..
Had a good one last week Shipped package headed back East at 2:14pm and watched her scan it into the system.
After some errands I get home and PM the buyer the tracking info (del. conf.#) and for grins enter said # just to see.
Comes up Package Delivered 2:14 to MY PO Box WTF! Well, it's after 5 so I head down the next morning right when
they open...receipt and temper in hand. That girl was off but the Postmaster asked if she could help. "Oh, it looks like
she hit the wrong button when accepting your package...it's not here but give us a few days, it'll get there" Great! Was
very lucky I had an honest FM buyer, it did but there's no record of it. He could have said he never got it and filed the
claim with PayPal. Comforting.
I have seen some delays in my package deliveries, but that was only during the holiday rush period. Mostly, 2 days across the country.

Yes, they do charge different rates for packages to different zones, but the bulk of the deliveries are letters and magazines, plus non-profit, political mails(remember, these periodic letters from your congressman used be FREE), etc, etc.
What do you think will happen once the USPS close its door? UPS and FedEx will take over is very possible...but what about the cost? Will they lower delivery costs across the board? Not likely...I bet it'll head north, way up north.
Oh, years ago, I bought a set of golf clubs, very expensive golf clubs...I have been waiting, waiting...I found it on my porch after dark, the UPS guy never even bothered to ring the bell or knock!
UPS is the worst. They left my Mesa Boogie Mk IV guitar amp head ($$$$) on the side of my place, in the rain! I also caught the courier tossing a Harry & David Cheesecake like a frisbee into my parent's garden during Xmas season!
I'm not trying to say which one is better or worse...rather, there's no perfect delivery service.
I guess I have been lucky, knock on wood, never had any serious problem for all the buying and selling I've done.
I see you're in NYC...extremely high cost of living, but the guys deliver packages don't get any COLA allowance at all, I believe.
It can't be the sole excuse for less than perfect delivery, but you can't get quality personnel if a company doesn't pay living wage.
I don't know what is attributing to the current quality control issues. I actually prefer USPS to all others, though they have dropped the ball on me the past few weeks.

They did it again to me! Just tracked a Priority package that says attempted this Saturday. I was home the entire day making a still life, my buzzer never rang. Again, NO notice. Now I have to send someone down there tomorrow.
I want to speak with a Supervisor. This is the fifth package in 3 weeks.

Looks like you need to talk to someone who's responsible. Or, you may want to pay them a visit!
I called today to ensure that the package would be at the PO so I could send someone over to grab it. Luckily, it was, and I have it now. As fate would have it, the Supervisor answered the phone, and I politely let her have it. She now knows that this is the 6th package that hasn't been delivered in three weeks. One of the two packages in question this weekend was sent back to the shipper! I had to call them and ask them to rush it back to me, as I need it for a photograph.
Anyway, the Supervisor claimed that she will talk to the driver who delivers Priority packages, and fails to ring buzzers or leave notices.
