Rough Legged Hawk on the Left Coast

This morning I clicked on this RLH paralleling me on the South Jetty Road. They're usually absent from this area----At one point, it was joined by a Harrier and they seemed to enjoy each other's company. The RLH had a completely different flight pattern and would spend much time hovering over spots while the Harrier had a continuous glide. Thanks for viewing!
