How does the 19% VAT work? Do they charge your credit card and then refund the VAT? Or do you have to go after the state for it?

Went through the checkout up to the point where they ask for the credit card, didn't see a fee for shipping. Do I need to email them?

Other fees:
VS - Payment in advance VS - I will pay by Creditcard € 50,00
+ 2.50 %

The 50 is for the shipping.
