You know, when I was a kid (before they invented the automobile) we used to Paint By Numbers. This reminds me of that era. Very cool effect. I like it very much. I would be curious as to how you achieved this.

This one was embarrassingly easy.

The original was just the same photo of galahs in trees at sunset against a very even, plain grey sky - but not sharp enough.

I didn't want to throw it out, so as is my want, I opened up the filters in PS and only got to the second one - Artistic>Cut Out and liked the effect - settings were 5,4.2

So I stopped there - tidied up a few stray bits of grey sky - Added white then black canvas - done - too easy 3 mins max

If only they were all so easy

I'm with Pandacat, looks like the old paint by numbers, but didn't realize that when I first looked at it. It just looked like something familiar. Very nicely done!
