I'm looking to buy a quality film scanner. The least I would like is a Nikon Coolscan V. However, I may eventually just buy one of those Nikon Coolscan IV available on ebay (I would like something newer, but I'm on a budget).

The research I did on the Coolscan IV seems to indicate that it originally comes with a PCI card (hardware plugged into an empty computer slot). However, none of the auctions mentions a PCI card.

Would any of you guys here know if a PCI card is required.

Also, any other suggestions in terms of buying a scanner.

Not unless you've got a really weird computer. The CoolScan IV, like its newer sibling, uses a USB connection.

I would recommend that you have the seller provide a current/recent scan to indicate that there are no problems with the hardware.

Mine uses a regular USB2 connection
I have had it for years, since 2004 some day I will finish my negatives and sell it.

Send me your scanner and your negatives and I'll do them for you.

I've been looking for a while and just can't seem to get a hold of one. The best I could pay for is a coolscan V or 4000. Bit leary of those on ebay.
