If I use Macro adapter on Leica 60/2.8 macro, do I get 1:1 ratio?

Also, if I use the macro adapter with any other non-macro Leica R lenses, will I be able to use them as close-up lens?

Yes.

If it's the 14256 Macro-Adapter-R (or the ROM version, really just an extension tube) the answer is a qualified "yes". Some lenses might have interference issues with baffling at the front of the macro adapter. In my experience the lenses that have this problem are not well suited to close-up photography anyway (older 50mm Summilux-R for example). However this extension tube will not work on the Leicaflexes, if this matters to you.

If the macro adapter is the older 14198 1:1 tube for the 60mm macro lens, the answer is generally "no" unless the extension tube is modified. This extension tube works on the Leicaflexes as well as on the R bodies.
