I'd split the difference on the crop and go a bit wider for a broader context.

I sure did... gave him a $10 tip for posing. Before that there were a bus load of French tourists who were using his horse, and we were talking generally about the tough life of the people living inside the MV Park.

Just by getting a closer image you have made the composition and the concept really different. Love both the pictures, the earthy colors are really rich and nice. I like the closer shot with the horse rider.

Even with the closer shot, it still just looks like a man on a horse wearing a hat.
But if the agency required a release, you're stuck.
