Not necessarily though, it will only miss the flash exposure where your curtain is traveling while the flash fires. In this image the flash only effects the guy flying in the sky, the rest is just ambient exposure leaving more then enough room for your shutter to travel while the flash is firing. Maybe not exactly true in this image since the flash seems to affect the whole fore ground a bit but you get my drift.
