Sure if you change all the variables and use ETTL instead if M at 1/1 you will get different readings. Duplicate my steps in 1/1 M power at 50mm zoom and you'll get identical result. Plus how often do you actually see the sun there? Perhaps that's the problem, you don't recognize what Sunny 16 looks like 
If overall ambient isn't Sunny 16 the bar the flash must match is lower and the range greater. We don't disagree about how the gear works, only the creative goal and criteria for successfully meeting them.
