Was the reflection brighter than the mountain? Usually, it\'s the other way around.

Try adding more mid tone contrast.


Method 1 (low amount, high radius sharpening)
Layer> Duplicate Layer..
Filter> Sharpen> Unsharp Mask... [Amount = 10, Radius = 60]

Method 2 (similar to ACR clarity, but in PS)
Layer> Duplicate Layer...
Filter> Other> High Pass... [Radius = .6]
Set layer blend mode to overlay or linear light and adjust layer opacity.
Set blend if sliders in layer style panel.







The best sharpening settings will probably be different for a larger image.
