May be stupid question. When lense is off camera, when turning the aperature ring, should you visually see the blades open and close?

Blades will not open and close when switch is in manual and ring is turned. And they should even when adapter isn't being used correct?

Correct.

It's likely that the aperture blades are stuck in position by "oil", from deterioration of the helical gear grease that makes the focus so smooth (when the grease is not old and fractionated). Are you in a position to return the lens? If not, it can be repaired by a competent shop, but the cost would probably exceed the value of the lens.

If you're willing & able - it looks like an easy fix. There is plenty of additional info on the web. It's always interesting that a lot of problems with mechanical products can be fixed with a typical clean & lube.

You can try to warm the lens up with a hair dryer - careful not too hot - but warm enough to slightly expand the moving parts and the dry lubricant may brake loose - again not too hot to vaporize lubricants or expand the glass - you should or will still need to clean and re-lube the inside lens.
