Larry, thanks for the comments, yes I have noticed it.
Maybe it's for aerodynamics

or to prevent from getting
slapped in the face by a fish tail.

or it could be part of the strategy to sneak in from behind...

After some research on the web I found this "After taking flight again, an osprey will rotate its foot so that there are two claws on each side of the fish, repositioning the fish to face the head forward, making it more aerodynamic in flight." Lucky guess on my part.
