I don't think anyone is questioning the ability of UV filters to flare. I think many people dismiss the severity of the problem. If flare is a problem, I just recompose.

I use $10 S&W UV filters on all my lenses, even my L glass and almost never use a hood. That should stir up the flames.

If I can get images like this with my "cheap" UV filters then I'm happy...

Very very rarely, only if I'm on boat and there's seaspray, I'd rather the filter cop the brunt than the lens.

Now CPL's are another matter entirely.

There was more than that in the article, such as the fact that some filters are worse for your camera than a plain old piece of window glass, both for light transmission AND flare. They also bothered to rate good performing/affordable filters. I'm not saying filters have no place on your lens, my point was that a little research goes a long way.
