What does it mean when the unit is plugged into the wall green light lit solid and red light briefly flashing approx 4 seconds? The unit has been plugged in for a month just charging so it should be 100%.
The red light will be on while it's plugged in; when it's fully charged and still plugged in, the green light will come on as well. When you unplug it after charging, the green light stays on and the red light goes out.
I've never seen a flashing red light (although it might flash when the charge is low). Call the company.
It's not impossible to destroy a lead-acid battery's recharge ability in a surprisingly short time--one instance of severe misuse can do it.
