#1 followed by #3. #1 has a great visual flow to it...as an aside, maybe clone out the light at the RHS? Great work.
I am curious with a D700 why you set ISO at 250? Also, as Scott Stoness pointed out in a similar thread, f22 brings diffraction into play (perhaps not with a D700?) and you could achieve sharper results ~f11. Maybe my thoughts wouldn't provide the slower shutter speed you needed?
I love the first one...it's electric. I'd like to see a little more sky above the streetlight on the right, though. It's a little tight to the framing for me.
Like the first best, as well, for the reasons Scott and Bob have mentioned.
2 and 3 are quite dark, have too little on the left to draw interest, and do not make as effective use of the nice lines of light you have captured. First draws you right down the road, cross the frame very effectively.
