It is a pretty subjective question. A excellent exposure, proper cloud cover and/or storms are typically make for a dynamic and dramatic sunset/sunrises. Water, sand, rocks and beach can use used to enchance the composition of the image. Slow shutterspeed when used creatively to capture a sense of motion.
