Charlie, I actually did shoot quite a few variations this day, for some reason I did like the close crop, though admitedly my shot was a bit off alignment, and I had to straighten and crop some, so it was cropped more than I initially desired. Thanks for the constructive comments though.
I will likely go back and shoot again this weekend, as temps have continued cold, perhaps I can do better this week even.
Last week, it looked like this:
As you can see, the area to the right is really more a "false falls" or falls that is only active during high water times. The water flow changes quite a bit in the streams depending on season. Fall was fairly active last year though, so I think normally this falls does not extend fully. Overspray I think starts most of the right side freeze, rain, snow, etc... contribute.

Your question could take a while to answer, so I may come back to this, but for now, the basic "where", is this is between the ranger station at Sugarlands Visitor Center, and Cades Cove, it's very close to an area of water known as the "Sinks". This falls, is just at a random pull off that you either have to know where it is, or just happen to look back into the trees to see it. I have numerous shots of it to show what I am speaking of.
You may be picking a very in between time to come March is really to early for spring. at higher elevations here. Fact is, March even in lowlands around Smokies can be a mixed bag of weather. It may still be winter when you come, or it could be a thawed out brown time, with only minor hints of spring. Certainly, get more reputable resources than me for information though. I just shoot what's there, if it's not ready, I go back the next week or the week after.
Do be aware that bears may become active in March, I am not sure, if they do, respect any warnings and obey park rules. When they wake up, they wil be hungry, and mothers will have cubs to protect and they are much more agressive with cubs.
Here is a shot of it in the fall. This is shot at more standard focal length, to give you an idea of the distance to the falls from roadside pull off. It's not easy to get right up to the falls, fact is, though I've been told you can get there, I'm not sure how, other than crossing a significant stream somewhere up ahead, and perhaps a trail down to it. It's not mapped that I am aware of. But it could be off a trail that you get on at the sinks parking area, possibly. The sinks is a very agressive water falling/collection area of water, known to be deep, and dangerous due to swirling currents perhaps. Many have drowned here, so I have heard.

I will also note that this is not the main stream, rather a tributary dumping into the main stream. The pull off is at a 90 degree angle with this shot, so this falls "creek" dumps into the main strean just in front of my car/tri-pod setup.
