My post is kind of odd because you are asking about the availability of the D200 but since you mentioned "I have to upgrade" I felt compelled to write my comments.
I am sure that by now you know the D70 is a great camera. I am sure that if you have been using sound photographic techniques your pictures from this camera have to be excellent. What I see is that you are kind of short on lenses although I admit that you can do very well with what you have right now so it is only your experience and your photographic needs which will determine if any other lenses are necessary in your bag.
I do not intend to be rude but do not expect miracles simply because you are buying the latest. If you do not like your photography with the D70 believe me, you will not be happy either with the D200. Do not expect to see a dramatic change in quality with the D200. It simply will not happen.
I spent the past week end with John Shaw. He had many prints from different Nikon cameras there, some of them scanned, others from the D100 and finally some from the D2X. He invited the audience to tell which picture was made with the F3, film camera, the D100 and which one with the D2X. I saw nobody able to tell the differences or identify which camera shot which picture. I could not for sure!
If you need a good tripod that would be my first choice. A tripod, with a good head, is not an accessory, it is a necessity. A 12-24 lens, if you are into landscape, would be a very nice choice also. For portraits or moderate tele effects your Sigma should serve you well.
I hope you understand my reasoning. Improve your techniques and concentrate on seeing the light to improve on your photography. The D70 is an excellent tool and with the money you will save by not buying the latest now you can improve your photography even further and be better prepared in the future for the new camera, be it the D200 or any other.
Hope this gives you some clues to reflect on.
