The plane would be taking off from Reagan, not Dulles.

Probably not Dulles AP.
But not the Reagan AP either. Back when I took the shot it was still called Washington National AP.
Changed to Reagan in 1998.

Luckily getting the quote in the frame coincided with a flattering angle of Jefferson.
Although inside the memorial was lovely, the lighting really screwed up my slide film. I couldn't correct it in processing- so I converted to B&W.
