I know the difference. Either way they need to size for what works best for the theme.

Alot of WP themes will say Responsive.
But to set the expectations right, it is important to determine how far will you go with designing your site. I feel viewing websites on small screen phones like the iphone may mean a whole new design vs. if you target PC, Tablet and larger resolution phones. So where do you compromise on website user experience is up to you. Reviewing your Google Analytics stats might give you some idea on your customer preference.

I do not know if its 'responsive' or not. But it works well on all devices I've seen. PC, ipad, android, mobile etc. You can easily make a separate mobile version with ProPhotoblogs. If you have the time just try browsing mine on different devices (if it's not too painful! ;-)
I just finished re-doing my website for this reason. I run the site off of word press. I purchased a responsive template. It looks great on pc/ipad/andriod tab/iphone, etc. As Spencer stated, it's the only way to fly now. You can test out responsive sites just by making your browser window smaller and it should just resize on its own.
As for the slow loading, yup, I'm in this boat, but I'm not really worried about it as most people are on a high speed connection of some sort. Even on 3G the site isn't too bad.
If you don't have other devices to test on, borrow them.
well I think optimizing the weight of the images for the speed connection of the user is important not sure how important though so my ideal Web would be just one responsive Site but able to call images from different folders depending on the device or speed connection which, I suppose, a master of writting code may be quite able to writte.

Dont worry, just size proper for the theme size. Limit the actual photos you post, the more you post the longer your site will take to load. Also if you use Wordpress they have plugins that assist with image loading. They have plugins for practically anything you can think of.
Do you live in an area that has that bad of service? Do you really have that many people that will be looking from a bad service area? Using a responsive theme, its really a non issue. Be like Nike, just do it.

I use ProPhoto and can verify my site works great on browsers, iPads, and iPhones..so I would assume it would generally work on just about any device you could think of
Though I did set it to create a separate version for mobile users (not iPad/tablets, just mobile phones), and then I could tweak how I wanted it to look on mobile devices. Really happy with the way it turned out...although if anyone were trying to book a wedding photographer based on a website viewed on a mobile phone I'd call them crazy.
It seems to me there are 2 ways to achieve what you're after. 1) detecting what browser/os the visitor is using and redirecting to a different site as a result, or 2) use a "responsive" theme that checks browser size and resizes accordingly. The link http://www.studiopress.com/responsive seems to work pretty good to check the responsive thing, or just resizing your browser manually. As NYstyles says, you can purchase a theme that will be labeled as responsive and use that, that's what I did. NYstyles site does resize for me when I drag my browser smaller.
If this is way over your head, it might be time to hire a professional.
