I've shot at 1/60 plenty of times in low light with my uncle's D800E and the pictures turn out fine. Yes, there will be motion blur but it's expected especially with people moving around and at that shutter speed. I notice that shooting below that is just asking for blurred pictures. Even 1/20 is doable if you have steady hands.
