It (5DII ) was in stock when I bought my 7D thru there but they said not included in the program at that time, so I am not sure the availability is the determining factor. It may depend on the number of them in stock. Of course when I did it was prior to the 5D III coming out so protocol may have changed.
They do sometimes take 5DII off the loyalty program and there have been times when 5DII was available directly in canon refurbished store but not offered in loyalty program. However currently the refurbs are already on sale with a 20% discount so no need to call for the loyalty program. Just keep checking at http://shop.usa.canon.com/webapp/wcs/stores/servlet/product_10051_10051_214217_-1 and grab one as soon as you find it in stock

The 5D2 is rare on CLP you just have to call each day. It's hit n miss, the 7D is usually available tho. Lenses are much the same...just keep calling, CPL is EST open at 9am, so if on the west coast it's 6am
