It's an interesting image. You might touch-up the upper edge of the kite.
Another possibility is to mine a rather different human interest image with a heavy crop and a partial repositioning and smidgeon of creative shadow re-touching:
The silhouette / shimmer is contrast with the sky is a rendering that is atypical. After I chew on the creative license, I'm left feeling that the kite doesn't have enough negative space around it. Not sure if you have any to add, but you might consider cropping some of the negative space below the man down a bit to rebalance things somewhat.
I'm kinda diggin' the kite shadow in the LLC ... and lost it due to the crop, but I think the need to rebalance things overrides the inclusion of the shadow. I did try to place the crop so that you still have some tonal lines to LLC that coincide with the man's shadow though.
An alternative might be to clone the kite to a different position.

It adds that photos, especially those containing humans, are more than just technical exercises of composition and technique.
It also means that your photograph has successfully elicited an emotional response, albeit a negative one.
My immediate response to the photo, in order, were:
1)Harsh processing
2)What is the guy with the kite thinking?
Noted with the processing, although I did fairly little to it believe it or not from the camera raw.
- Re-adjusted the white balance
- Slight crop
- Dropped the shadows a bit to help black the figures out
- Upped the exposure on the kite
- Cloned out a figure which I thought was distracting (Some chap with a backpack, standing in the middle of the frame)
I'm not sure I agree with the health and safety views of the guy with the kite to be honest.
Beach is about 2 miles long, few hundred meters wide and most people were watching him vs running for cover. So, plenty of room to be honest.
