Peter, I think it comes down to what CPS will do, as it's not the retailers that make the decision. You supply the retailer with your CPS Canada number, and CPS Canada supplies the price and the gears. I have an active dialogue going with CPS Canada at the moment, and so I'll ask them this question:
"Are CPS Canada equipment prices available to a CPS USA member, through a Canadian retailer?"

Last year, I had over $1000 work done on an L lens for the fixed price of about $300. In order to get CPS Canada service, the lens or camera has to be registered in your name. IOW, for you to get service at the super-low CPS Canada rates, you'll have to join, anyway.

Already in the works. Completed the application this morning only to find out it will take 30 days to process! That's unbelievable. One completes an online form and it still takes a month to process? My USA CPS membership was also done online and I had my package in less than a week.
