Can the 600 EX-RT as master activate the 580 EX 11 as slaves,
also vice-versa.

Yes, the 600rt can act as an opticle trigger as well.

BUT
It can't do both radio and opticle at the same time.

Also if you go further into the radio master/slave thing and get an ST-e3 , that can't master opticle flashes.

If you get a Canon ST-E2 rather than the E3, you can use the optical on the 600EX and 580EXs to trigger all of them from the ST-E2. The E3 won't work with the 580EX as far as I know as the E3 lacks optical and hte 580EX lacks wireless.

Of course, there are advantages of wireless over optical connection.
