Bill...I like the composition. However, I think pics suffers from lack of focus...may be its my eyes but even the statue is not in crisp focus here (donno if its not supposed to be when you shot this picture)....also may be bit better contrast would help between the statue and the water reflection...
The whole picture is actually a reflection off of the water. I took the picture looking into the water, then I flipped it 180 degrees to the view you see above. So you are correct, the entire picture is wavy and blurry. I played around with different variations of contrast between the statue and the "background", but had a hard time finding a better balance than the one you see above (using Aperture).
