The starburst was caused by a small aperture.
The filters I usually use are Pro Contrast and Tonal Contrast.
Also I used Graduated Neutral Density and Darken / Lighten Center on the above image.
There's no method to get the look, it's just trial and error and seeing if they look good.
Some effects look good when applied twice or at high settings and some just barely applied.
