You're better off with hotshoe-based flashes like YN-560s than those crappy JTL strobes and the like.
Get 2 YN-560s (about $70 each) and a set of Cactus v5 triggers. Then buy a set of colored gels for use on hotshoe flashes. You can make snoots or gobos out of cardboard. Also, buy a couple of manfrotto nano stands or something similar and a couple of flash umbrella brackets. Finish it off with a few sets of eneloop or Duracell pre-charged AA batteries and a good charger. You can find more info on the gear on sites like strobist.
I've done smoke photography with small flashes and with studio strobes (Dyna-lite) and the results are the same. You just have to keep the small flashes closer to the smoke.
