UPS is actually very good about claims, at least from the merchant's point of view. I follow the same submission with invoices, etc. and if their trace doesn't find it, they will send me a check within the next 7 days for the declared value plus shipping charge. So I would consider them excellent. I haven't lost a package that has been insured but if they handle that like normal lost packages, I think you would be fine.
There is another problem with USPS regarding how packages go missing, it's a real head-scratcher. Do they jump out of the trucks? Do they make it to the sorting facilities and then immolate? I am not castigating all postal employees, but as with any other business, there are thieves working there, plain and simple. I have been told that a neat trick is for a postal worker to walk around the sorting facility and place a sticker with his home address right over the existing name and address. I have no direct proof of this but it would explain how easily packages go bye-bye.

Finally, finally I got it resolved in my favor.
Simply unbelievable. Paypal said they asked the buyer to contact them again and tell them he received it and it had just been a mix-up and that they asked him to send me payment again. Payapl also asked me to send them a copy of the internal USPS tracking of the insurance form as proof of delivery and then I'd fine and my name cleared, regardless, although he would still need to re-send payment. And I asked him to email then and re-send my money. 1/2/12
Well today I receive an email from payapl and they said they closed out my appeal AGAINST ME since the post office documents showing it went to San Diego don't count since the the other tracking slip shows it went to TN and the last they heard from the guy weeks ago he said he hadn't received it and that the buyer's forwarded admission was inadmissible so they had no choice but find the appeal against me!
I called them up and they said the insurance tracking form didn't matter (even though a few days before they told me that was all they needed and that was exactly the evidence and the only evidence I needed to provide) since only the delivery confirmation form counts for them in this case (again despite what they said before) and it doesn't matter if I give them numbers to talk to the San Diego post office or the company that runs his drop box to verify he got it.
So then I am like OMG you have a form from USPS where they certify they delivered it to SD despite what the other tracking form said, the buyer's admission he has the package, numbers to call for direct proof straight from the mouth for the post offices and package receivers and you are going to find against me?
Then they are well his admission doesn't count since you might have re-written it (fair enough) but then I am like well how about we elevate this to my claiming buyer fraud then I believe you are allowed to look into a person's messages sent through the ebay system right? And they agree that they would be. So I give them our ebay handles and they go into his messages and then I tell them to look at the Jan 1 st messages he sent me and then they put me on hold and then they get back and are like well we are happy to say that we are able to instantly find in your favor since the buyer wrote to you that he did receive the package and you should have your money back and account cleared by later today at the latest, sorry for your troubles.

I am very sorry he got scared by the messed up tracking info and got scared at first and that I initially falsely accused him of trying to pull a forwarded mail scam on me, very unfortunate, and I do feel badly about that, but come on check your damn mailbox for the item when someone tells you it should be there regardless of the tracking, I mean really just look in the mail box , and don't disappear for 10 days and let a paypal claim against the seller close out in the meantime and then don't disappear for another 3 days now.
Maybe he is just super busy, many people are and I can understand that and how he feels it is the post office's fault and not his and not his time to waste, but I mean he could have called his drop box days ago and solved it boom and why does my time matter less than his? Whatever, thankfully I finally got paypal to just handle it for me.

I think he will pay me within the next three days but I guess we will see. His last two brief messages to me on the 1st and 2nd sounded reasonable and helpful although his first msg to me on the 1st was a bit off-putting....)

I'm pretty sure PayPal will not pay you out of their pocket, they will wait for him to send the funds and then relay them to you. But at least you have a cordial or civil relationship with the dude, so let's hope for a speedy end. If he stalls or plays dumb, then the appeal process will have to continue.

welll.... in his last, brief msg to me yes but in the one he sent right before that he was all:
asked me to thank him for being honest since the tracking still showed it went to TN (with, I guess, an implied "....and I could have just run off with the item and your money had I not been such an exceptional human being")
telling me that he was only making it right for himself and not for me and calling me a #$?$ for having dared accuse him at start of perhaps trying to pull a forwarded mail scam when it should have been 100% clear from the beginning that it was just an innocent post office mistake (never mind he accused me of the same thing and said he was in a position to get the authorities after me if his refund or package didn't arrive VERY soon [the same package already sitting in his mail box for over a day at that point and the same one that sat in his box for 11 days before he finally decided to have a look ])
telling me me that it was all between me and paypal at this point, although I could forward his email stating he had received it, and warning me to not be a #?## and bother him while I tried to resolve the appeal with paypal since he had already wasted an hour of his time, to no avail, trying to get make sure I got paid what I was owed or he would gladly leave me negative feedback
to be fair he was polite and sounded like he was trying to be helpful in an email he sent a few minutes later (1/1/12), but he sure is slow, since 3 days later and nothing and his second to last email there make me worry a touch, maybe more than a touch

if he doesnt get back to me with the $$$ in three days I will re-post his handle here again just in case he tries selling here too and so people who also use ebay at times can watch out for him there too
he is such a nightmare to deal with that even if he does send me my money over the next few days I would suggest staying farther away than from a school of starving piranhas!

In a news item today, a girl sent a $2,500 violin to a buyer. The buyer was not happpy with the label on it, though it had been appraised for that amount, an asked for a refund via paypal.
Paypal demanded that it be destroyed before they would release payment. The 'buyer' crushed the violin and sent a photo paypay. Yes, that's weird, but that's the story.
