I hear you about the extra grain at higher ISOs. That said, I've been decently impressed with the video (but I do agree, it *is* worse than the stills).
Take a look at the first half of this video (nighttime) I shot earlier this year on the D7000:
ISO ranges from 1600 to 6400. Overall, I was happy with it. The cemetery was really quite dark and most of the footage was usable. Could it be cleaner? Certainly.

I liked this video too. Man, I am seeing a lot more grain in mine at 800 ISO than I see in yours at 1600 - 6400. I am a little disappointed in what I see in mine. But to be honest, I watched them on different monitors. So I need to give it a fair test.
Thanks. No real post-processing on any of these, so odd you seem to be seeing more grain at lower ISOs. Might be worth checking into. Best of luck!
