I've used pocket wizards for my work my entire career. I've recently been bothered by having to velcro my wizard to an on camera flash with a cord to provide fill to another light. I'd like to control lights with one system. This system has to meet these requirements:
1.) I can use both a transmitter AND a flash on my camera's hotshoe.
2.) I can trigger multiple lights with this transmitter.
3.) I can use high speed sync with these flashes that are NOT connected to the camera.
4.) I do NOT want to have to use ETTL to get these flashes to high speed sync. I would like to control everything manually.
I've seen how this can work with the pocket wizard system but I feel they rushed their production to catch up to their new rival Radio Poppers. This is evidenced by some Canon interference they noticed after production and requires you to have a protective "sock" over the receiving flashes.
One way would be to use a Quantum Trio on camera; it's a flash with a built-in radio transmitter.
You could use either other Trios as your off-camera lights, other Quantum flashes via external FreeXWire receivers, or use Canon/Nikon Speedlites/Speedlights via Quantum FreeXWire receivers with QLink adapters. (FreeXWire receivers can also trigger studio strobes, but they of course don't have High Speed Sync like Speedlites do.)
Quantums are expensive, but reliable.
