This doesn't look good. Apparently there could be serious infrastructure and transportation problems even where plants/sources not damaged directly (auto section)? While it states no chance of recovery, it's more likely that there is no short term recovery likely. It would seem that repair/replacement of manufacturing equipment is a long term proposition.
