Keep at it. It really is not all that easy to pull off. At least for me, it takes more than a few clicks of a filter to make art. Thanks for putting yourself out there.
Great job considering the original picture. To me though it looks like the skin of the face has a different process than the skin of the neck/chest/arms and makes the face pop out more than it should. Maybe see if you can make the skin look more uniform throughout?
