Im looking for a simple program to batch process photographs to 8x10 inch and send to print as fast as possible

If you have scanned 8x10 or 4x5 negatives all you need to do is resize and print. If you have a 35mm or digital SLR or a point and shoot camera they do not have a 4:5 aspect ratio the have 3:2, 4:3 or 16:9 have aspect ratios. Those images need t be cropped to a 4:5 aspect ratio and resized to print 8x10. Dos a search there are many threads on cropping and printing.
