Would anyone happen to know what 'foiled' means in this context relating to photography?

Someone requested a picture for a US Government Agency and got the following
reply: "...consequently we have to follow certain protocol/standards;
pictures can be released if foiled."

Hi,

I am not completely sure. However, in that context it probably has to do with the Freedom Of Information Law or Act.
