I'm pretty sure that it was postprocessed so maybe some oy you can help.
I like the colours on this photo ("pale face", blue addons, and deep contrasts on hair).
I can't achieve this with my Photoshop knowledge, so I ask experts.
My guess: Wide open lens (f/2.8 or wider) for blurred background plus off-camera lighting, likely with several lights at different intensities, with diffusion.
He also reduced the red channel, and boosted blues via a channel mixer and a curves adjustment. For the blues, I imagine he painted selectively via a layer mask...Especially for the eyes.
I think it is a good bit of layers work with curves and selective masks...
but an easy way to get to the ballpark in photoshop is with 3 simple adjustments. 1. lower the contrast, 2. lower the saturation, 3. increase the exposure or brightness if you want it more "overexposed"
then you can paint the eyes back with a duplicate layer of the orig pic and a mask.
