I would put some blue in the sky, darken the background consistent with sunset, and apply a warming filter to the foreground for a sunset effect. Something like this:
Unsharp mask 50 pixel radius 10-15% is a good quick start. Agree with the blue background, contrasting warmer foreground colors with a cool blue background is widely used.
I think the original is quite nice. The re-work has more tonal separation, but is not as appealing to me.
I'd cautiously bump the contrast in the original, perhaps selectively darken the water. But use a gentle touch.

I'd vote for something in between the first and second rework above (second is a bit too warm IMHO). Both really do a nice job of adding that pop I think you are looking for.
Thanks for all of the suggestions. I have worked with the contrast and also applied USM of 50 with a radius of 10%. I did level the horizon a smidge and am quite happy with the results.
