I see where National Geographic is putting it to photographers that enter their contest,...basically, they can take any photograph entered and make money off it, totally free, with no payment to any photographer, except the actual contest winners. Me personally, I hate magazines that do this to obtain free photos.

All such contests have these rules to prevent the photographer winners to claim financial reimbursement on top of the prizes for their roles in increasing magazines' profits related or unrelated to the publication of the winning photo.
These rules sound ominous, are ominous to a profession where intellectual/artistic property rights are essential.

If you stop and really think about it......Contest rules like this are to protect themselves. If you read the rules carefully, you'll see that they are full of legal CYA. If they didn't do this they would have to spend all their time in court. No one is forcing anyone to enter.
If you put on your own contest, your lawyers would write the exact same rules.
If you really think this is some great conspiracy to dump on the little guy, that's sad.
