I'm observing a nest of my own in Southern Arizona. I'm not expert on Red Tail Hawk Fledging, but from what I've researched it appears that it's about 47 days from hatching to fledging (defined as being able to perch on a nearby tree). My guess is that the chicks you're seeing are about 2 weeks old, maybe less. I've observed my nest twice, once on the 10th and then again on the 17th. On the 10th, they looked like white fuzz balls like you show here. Last week the remaining chick was gray and starting to show darker striations. So my guess is that yours are a week behind mine.
I'm very lucky in my find. I never have to leave my truck to observe them and the nest is just slightly above road level. Unfortunately for them, it happens to be along a major highway. But then again, 99% of the people zoom past without any clue whats happening 75 yards away.
