i don't know how or when you are going to use it but there might be a way i am working on with a belt setup. for me the bandolier is fine. i don't need 2 bodies on my body. the belt of course needs to be stiff so i'd look into a Think Tank newer skin belt v3, a Lowe protactic utility belt or a mil/police duty belt. i am thinking all season wear so the size of the belt will need to be variable and remain stiff. i have to whip up a prototype later.

back with a dummy setup:
belt you may want somewhat padded
it will be a slide on on said belt
it will hang an inch or so below the bottom of the belt for higher rotation it can be higher if one wants it that way. it is ambidextrous so either side or as you wish both.
