The Maximum magnification ratio for the 70-200 GM II is .3 and I believe a lens will have its reproduction ratio increased by the same multiplication factor of the teleconverter lens, so it will go from 0.3x to 0.6x with the 2.0x teleconverter.
The Max. magnification factor for the 100-400 GM is .35x, so it goes from .35x to .7x with the 2.0x TC. Fairly similar to the 70-200GM II.
Minimum focus distance is 1.32 feet to 2.69 feet with the 70-200 GM II whereas minimum focus distance with the 100-400 GM is 3.22 feet.
