Cameras and lenses is not clear to me. Do they mean registered as when you do this when purchased and you send in the warranty card or registered on the CPS site?
I sure don't have all the old registration information on my lenses and some I kept the sales receipt if I needed to prove purchase for warranty but I don't have access to that now and besides, it doesn't make sense if you purchase a used lens or camera and send it in that you couldn't get service with the discount for the CPS membership that you have.

As of July 1st, any unregistered products sent in for repair will not be eligible for discount and returned to you. These products will not be eligible for service back-up loans under your current CPS account.

In the instance of illegible or worn serial numbers, please contact your local service facility for retrieval.

I'm pretty sure they won't accept grey market cameras and lenses - just the stuff bought through the official retail network for your country.
I've got bundles of pro gear and can't qualify for CPS or any other priority treatment because I'm not a pro photographer. That wouldn't bother me at all if my pro gear didn't have so many problems and if the average service turn-around time was a lot less than seven weeks. Without a good service backup there was nothing to stop me buying grey market gear at significant savings. Canon aren't always very clever.

In Canada, there are two levels of CPS support, Gold and Platinum. As far as I know, anybody can register for Gold, as long as they have sufficient Canon 'pro' gear. Only full time pros can register as Platinum.
Most of my registered gear was bought new, through the CanoCanuck pipeline, but not all. My 35L, 1DsIII and 1DIII were all previously owned, and purchased through eBay and Kijiji. I conclude that it doesn't matter where it was purchased, or what colour market was involved.
At the bottom of the page, you can select your product, enter the serial number and add it to your account. Very simple and easy.
Yes, all my equipment is registered there. It sounds like they are talking about the registration for warranty. Hopefully they just mean the registration on the page I already use for all my equipment on the CPS site.
What doesn't make since is the July 1st date. I mean you could have equipment and register it after that, it would seem, even if you already had the equipment so I don't understand the reasoning.

It's was a good reminder for me to get off my butt and inventory what I have. Some of the bodies I sold are still on my list and the new stuff is not on the list.

In the USA at least, there are three levels of CPS membership and service discounts - Silver, Gold and Platinum. Silver members have not had to pay a fee for membership and do not have to be a Pro or employed at photography.

There is no difference in qualification for a Silver, Gold, and Platinum as far as whether your a pro. All require you be a Pro. The difference is you may need more equipment and pay a fee for the Gold and Platinum and for that fee you get discounts for repairs and other incentives.
The letter sent by Canon is addressing those that have a membership where you receive a discount for repairs on gear. If it is not registered prior to 7/1/11 you will not be able to receive a discount for repairs on that piece of gear. If you buy it after 7/1/11 just make sure you register it before you send it in for any repairs.
From the beginning the rules of membership required that any equipment sent to CPS be registered on your account. Evidently not everyone follows the rule so as a result Canon is making it law as of 7/1/11.
If your equipment is still in warranty the only thing you need is proof of purchase and any discount you may have for repairs from your membership wouldn't be needed because it is covered under warranty.

Canon may be "lax" in their enforcement and requiring proof of "Full-Time Working Imaging Professional", however, in the "pole" <---Link that I recently conducted here indicates that there are many people that in fact do fit the profile more than possibly thought before. They are just reminding you, should you need to send in any equipment for repair, it needs to be on your equipment list to take any advantage of their CPS Membership perks. As Jim had stated above.
