35mm movie cameras use a standard exposure rate of 24FPS.
Shooting 24FPS at 1/50 creates motionblur similar to shooting at a 180 degree shutterangle, which is the most common in movie indutry.
-but those are just 2 of the factors that make up the "film look".

Don't think Canon ever mentioned it. There was just speculation because the functionality was in the 7D.
