Do the radio poppers send the "wake up" signal to your remote speedlites if it has been more than a minute?

Not possible physically. There's only one pin on the bottom of the TX. You'd need to connect the "half shutter press" pin if you want to do wakeup on shutter press.

If you do a test pop, shouldn't they wake up? Nikon ones do...

Have one question:

what could be the problem using the US version in Europe?

According to RP, the frequency is the same as that of the EU GSM frequency. I and another FMer in the North of England are using them without any problems. RP will not ship to Europe however, you'll need an accomodating US friend to deal with that for you.

"Sometimes I've found that ETTL gives varied results depending on what the camera happens to meter on at a reception (white dress, persons face or dark suit)."

That's because when you're using a flash your camera's metering mode reverts to Matrix, even if you have set it to Spot Metering. This is a glaring error on Canon's part IMHO. So when you're shooting you have to remember - white outfit, dial flash Exposure Compensation up a stop or two; dark outfit, dial it down a stop or two. After a while you get good at remembering, but keep in mind ETTL still requires some thinking.
