I think it is, because I used the TC-17EII with the D3 and 70-200 VR in pouring rain, and both lens, and tele worked just fine, and still do. Its made of the same sturdy material as the 70-200 VR in my mind.

Heh heh That doesn't mean a thing. Many times water finds it's way into the electronics and slowly causes problems that won't show up for months.
I'm sitting here holding my TC-14E II in my hand. It has absolutely no weather sealing whatsoever. Kind of strange since it is designed to be used with Nikon lenses that are sealed.

I don't think you can put a seal on a non-G lens; in which case since the teleconverters work with some non-G lenses they cannot have a seal and still have a mechanical aperture arm.
