Mine has been delivered. I can confirm there is no lens hood and no chance you will get one to work on it - the front element protrudes too far.
A very funky lens cap too - lose this one and it will cost you a fair bit to replace.
A good lens from my tests thus far - and works acceptably with a Kenko 1.4 TC. Hope to do a lot more testing over the weekend although the weather is now looking awful.

What's the "threading" on the front ring of the lens for? It sure looks a hood would fit on there. Even the 14L with it's massive protruding element has a hood. Integrated, but a hood nonetheless.

There is no hood. The threading is for the lens cap.
Good luck even thinking about a hood. It would have to be a hood for an effective focal length of about 9-10mm, (taking shift into account of course) not 17mm. Think about the circular (and fullframe) fisheyes - their focal length is about the same - no hood possible really.

What about the new TS-E 24mm? Does it have a hood?
I also own the 17mm TS-E. Let me clarify that it does not and cannot have a hood.
A 17mm TS-E lens having a 67.2mm image circle, meaning that the lens is actually a 8-10mm wide lens. The original 24mm TS-E I is a 16mm wide lens. How can you put a lens hood to a 8-10mm wide lens?
The picture below shows the appearance of 17 TS-E vs 14 II and 15 Fisheye, both have built-in lens hood but are less wide.

It is just wonderfully engineered; the nicest lens I have had the pleasure of owning. It really feels like the precision instrument it has to be in order to do it's job well. And Canon have listened to complaints such as the dreadful locking mechanism on the old lens (you can lock the tilt - always a bane of my life with the 24mm lens) and, of course, independent shit/tilt.
The front element is worrying though - need to double check insurance
The lens cap is very well designed. When on there is a little lock that requires you push a button to remove it. This means that you can carry it without concern that it could accidentally fall off.
It has a cord loop so when I walk with the lens I slide my left hand through the loop and then remove the cap. It hangs there as a reminder to replace it as soon as I finish shooting. If using a tripod it can hang on the tripod. On the whole I think it is a very intelligent solution to the problem.
Another thing concerning the pop-eye is what happens if the sun shines into it. There is just a small spot of color which can be spotted out easily. So far the flare is very minor.
